Martine Chanal, Policy Officer for Strategy and Innovation at the Housing Department of Grand Lyon La Métropole

After completing a postgraduate diploma and a doctorate in sociology and social engineering (social, economic and cultural development), Martine began to work for the city of Lyon in 2004.

As Policy Officer for Strategy & Innovation, Martine is responsible for the implementation of the Housing First Strategy across the Metropolitan area. Martine and her team aim to transform the housing sector and support services, to support structures into changing their usual processes and financially support innovative social projects, as well as to search for European financing.

In addition, Martine is in charge of managing the work and the activities related to innovative and inclusive housing. As part of this mission, Martine has contributed to the emergence of the “Organisme foncier solidaire” and the “Bail Réel Solidaire”, and supported participatory housing groups.

Manuel Domergue, Director of Research at the Fondation Abbé Pierre

A former student of Sciences Po and of the Training Center for Journalists, Manuel Domergue was parliamentary assistant then journalist for Alternatives Economiques and co-author of Kamerun! A hidden war at the origins of Françafrique and La Guerre du Cameroun, with Thomas Deltombe and Jacob Tatsitsa.

He is currently Director of Research for the Fondation Abbé Pierre, and is responsible for the drafting of of the annual report L’état du mal logement en France.

Manuel Hennin, Project Manager for Housing and Accommodation, DIHAL

Manuel Hennin is project manager at the DIHAL – an interdepartmental entity attached to the French Prime Minister’s office and responsible for designing, implementing and coordinating public policies with the aim of ending homelessness in France. Manuel graduated from HEC Paris with a Master’s degree in Management, Sustainability and Social Innovation and has experience working with businesses, NGOs and state organizations on various social and environmental issues including climate change mitigation and energy poverty. In 2017, he joined the DIHAL where he has contributed to the launch of the governmental strategy for Housing First and Homelessness Reduction.
